New Executive Director of the West Virginia Regional Jail and Correctional Facility Authority Hired

​Larry Parsons has been selected as the new executive director of the Regional Jail and Correctional Facility Authority, effective 1 April 2011.

Parsons comes out of state retirement to take the top position with the agency that is one of 12 divisions of the WV Department of Military Affairs and Public Safety. He retired from the West Virginia Regional Jail and Correctional Facility Authority in November 2009, where he had most recently served as administrator for the Western Regional Jail in Barboursville for 10 years.

“I am pleased that Larry has decided to come out of retirement and return to serve the state of West Virginia,” said Gov. Earl Ray Tomblin. “Larry’s depth of experience will have a positive impact at the Regional Jail and Correctional Facility Authority.”

Department of Military Affairs and Public Safety Cabinet Secretary and Chairman of the WV Regional Jail and Correctional Facility Authority Board, Joe Thornton, said “Larry has taken on many challenges and has shown a great deal of leadership and effectiveness in his previous roles with the regional jail authority. I am supremely confident that Larry will work hard and maintain the high level of commitment that is necessary for the regional jails to operate effectively and efficiently.”

In all, Parsons worked for the Regional Jail and Correctional Facility Authority for 17 years, serving as: administrator for two of the agency’s 10 regional jails; personnel director; as well as operations specialist.

Parsons’ extensive knowledge of the regional jail system and its processes will serve him and West Virginia well in his new capacity as executive director.

Parsons, a resident of Hurricane, WV, graduated from WV State College in 1968 with a BA in Political Science and obtained his MS in Human Resource Management from Chapman College in 1984. He is also a retired veteran of the U.S Marine Corps.
